That was the point, they're good. Dean and Sam know they love each other, so by not having to say it as their last words, they know it...and that's more powerful.

How does Lucifer have all his powers when Cas doesn't?
Because Lucifer's had millenia upon millenia to build up as a demonic force? Cas is a fallen angel and has not accepted heaven turning their back on him, nor has heaven quite given up on him completely yet either (in terms of God at least).
What I'm left with, aside from the fact that I'm even more sure now that Dean and Sam are gonna say yes, is that I'll be very interested to see if Lucifer did indeed raise Samael or if they'll go with another representation of Death. PLEASE BE SAMAEL! Having Lucifer and Samael on Earth at the same time? We're all screwed.
