It could be a twist but I doubt it? I feel like they're trying to get all the plot points of Civil War (with the addition of Bucky) but none of the characterization. Plot point here being the fight between Tony and Cap where Cap nearly decapitates Tony. I am hard pressed to think of a villain who could move that well in the suit, that they might be fighting instead.
