I think I can explain that. I just finished reading the updated version of Ursula K. Le Guin's Steering the Craft: A 21st Century Guide to Sailing The Sea of Story. One of the things she talked about in the book was how students today aren't taught proper grammar and the tools of English, like punctuation. She calls out the exclamation point in particular being used in place of both periods and question marks.
